7th Pay Commission Increment Day & Date
Following the rollout of the 7th pay commission, employees of the central government are now entitled to two distinct types of salary increments. The first is the annual increment, and the second is tied to promotions. These increments are awarded on predetermined dates: January 1st and July 1st each year. The annual increment hinges on the vertical tiers within the designated Level of the Pay Matrix.
Staff members will obtain their annual increments depending on their appointment, promotion, or financial upgradation date, either on January 1st or July 1st. This represents a shift from the earlier system where increments were solely awarded on July 1st. Furthermore, according to the Modified Assured Career Progression Scheme (MACPS), those who are appointed, promoted, or receive financial upgrades between January 2nd and July 1st will see their increment applied on January 1st.
Is it compulsory to be present on increment day?
When a government employee finds themselves on leave on the significant date of July 1, 2024, which is when the annual pay raise is scheduled, it can certainly affect their salary increase. This occurs because employees on leave receive a leave salary instead of their standard pay. Consequently, any salary increment that occurs during their absence cannot be accessed until they return to work.
As per the directive from the Department of Personnel and Training (DoPT) dated February 16, 1989, if a government worker is on leave when their pay raise is due, the new salary will only take effect once they are back at work. However, this situation doesn’t change the timing of their next regular increment. Moreover, in the regrettable case where a government employee passes away while on leave eligible for leave salary, the increment that would have been applicable during their leave period up to the date of death is granted retroactively from the due date, without needing the employee to return to duty.
Annual Increment for Central Govt and Railway Employees 2024
The introduction of the 7th Central Pay Commission’s recommendations has sparked inquiries about the Date of Next Increment (DNI) for staff who were either promoted or received financial advancements, including those under the Modified Assured Career Progression (MACP), effective July 1, 2016. Their salaries were adjusted on that date according to the promotion pay fixation guidelines.
Concern 1: For employees promoted on July 1, with their salaries set at two increments, there’s a question as to whether their subsequent increment date should fall on January 1 or July 1.
Concern 2: When an employee is consistently promoted or gains a financial upgrade on a date that does not coincide with the annual increment date, and opts for pay fixation under FR 22(1)(a)(1), how should the next increment be calculated?
Please be aware that the Department of Personnel & Training provided clarification in their Office Memorandum No. 13/02/2017-Estt. (Pay-1) dated July 27, 2017, concerning the pay fixation options upon promotion based on the Date of Next Increment (DNI) in the previous role, as well as the method of determining pay fixation from DNI as outlined in the CCS(RP) Rules, 2016. This guidance was also adopted in the Railways via the Board’s Letter No. PC-VII/2016/1/6/2 dated July 31, 2017 (RBE No. 79/2017).
Grant of Annual Increment for Retiring on 30th June
Employees of the Central Government who are set to retire on June 30th and December 31st can receive a notional increment. The Department of Personnel and Training has released a directive concerning the annual increments for those retiring on June 30th. It has been made clear that those who retire on the final working day do not qualify for the increment that would become effective the next day. Nevertheless, the Supreme Court has determined that retirees on June 30th or December 31st are entitled to receive one annual increment, taking into account their length of service up to their retirement date.
